Becoming A Police Officer And Following In The Footsteps Of Service

We accompanied BCPO Station 7 Chief Operation PCPT BAOANAN in the conduct of foot patrol at the same time checking the deployment of personnel around the AOR of BCPO STATION 7, especially within the Central Business District of Baguio making sure they function according to their tasks. Also reiterating to us the importance of OPLAN TAMBULI, OPLAN ARO, OPLAN BAKAL, and OPLAN KALINISAN that are being observed and implemented. OPLAN TAMBULI, OPLAN ARO, OPLAN BAKAL, and OPLAN KALINISAN are all operational plans of the Philippine National Police (PNP).

From the PNP Manual PNPM-DO-DS-3-3-15 specifically Managing Patrol Operations Manual 2015 it was clearly stated that the PNP is employing Police Presence as a major crime deterrent to reduce if not eliminate the opportunity to commit a crime in particular. Police presence is defined as the physical deployment of police officers, patrol vehicles, and other police equipment which could amplify visibility, reassuring police attendance and response in certain strategic areas. Deployment of this mix of patrol operations creates a perception of police omnipresence, thus projecting a 24-hour police presence. Police presence is done through the deployment of various activities such as AREA PATROL, law enforcement, community engagement, and other related policing activities to prevent and respond to situations that warrant police assistance. Patrol operation which is the basic police function forms the backbone of policing. This type of police operation is done in many forms which include FOOT PATROL and is conducted to deny opportunities to commit crimes, and reduce the risk of citizens becoming crime victims. It also involves responding to calls for assistance and intervention. Equally important is the establishment of community partnership through developing good rapport between the patrollers and the community in their assigned beat. For there is no other way to bring the police closer to the community than by productively interacting with them continually.[1]

OPLAN TAMBULI is an emerging best practice of BCPO that involves the use of megaphones by police officers assigned in their respective posts around the Central Business District of Baguio and the installation of loudspeakers in patrol cars and even in every crowded corner of Baguio which are monitored in the CCTVs installed in the same area to disseminate information or public announcements and constantly remind the people for safety and security tips. Among the tips include how to carry their bags and how to safeguard wallets from pickpockets which are tips on how to be extra vigilant at all times. With Oplan Tambuli, police personnel become proactive and think of innovative ways how to better inform the public to keep themselves safe and their properties secured.[2]


OPLAN ARO(Anti-Road Obstruction operation) is a nationwide campaign to free major national, city, and barangay roads from encroachments from public and private structures, as well as illegally parked motor vehicles. Oplan ARO implementation in the barangays of Baguio is being supplemented by the different stations of the Baguio City Police Police and the Public Order and Safety Division. Dept. of Public Works and Highways Department Order no. 73, Series of 2014 prohibits within the road-right-of-way of national roads, vending, repair of vehicles, and other businesses within the sidewalk and other parts of RROW. And in 2019, the Dept. of Interior and Local Government issued Memorandum Circular 121-2019 ordering local government units and barangays to “return to public use, all public roads and sidewalks that have been appropriated for private use”. In compliance with these directives, Mayor Magalong of Baguio City mandated all the city police officers and barangay officials in the city to sustain the operations.


The leadership lesson I have learned is the importance of setting clear expectations and goals for the officers. This involves communicating the organization's values, mission, and policies to the officers so that they understand what is expected of them. It also means setting clear performance standards and providing regular feedback to the officers so that they know how they are doing and what they need to improve on. We would also be available to answer their questions and concerns and provide them with the support they need to perform their duties effectively.


As a future leader, I also learned that a good leader stays with his followers throughout the entire process. He guides them as they ascend to prominence. He serves as their role model. It is our responsibility as police officers to fulfill their aspirations to follow in our footsteps and become future leaders as well. Because, as the saying goes, leaders don't just create followers; they also produce more leaders.
