A Comprehensive Guide to Traffic Management: OPLAN ARO in Baguio City’s Central Business District

Under the supervision of PLT Damong, we assisted in traffic management around the Central Business District of Baguio City. Also implementing the OPLAN ARO(Anti-Road Obstruction) to lessen the occurrence of heavy traffic in particular that it is the weekend that the city is anticipating a large number of visitors from various locations.

Traffic management around the Central Business District (CBD) of Baguio City is a crucial issue that needs to be addressed to improve the flow of vehicular and pedestrian traffic and to ensure the safety of everyone. The CBD is one of the busiest areas in the city, attracting both local and foreign tourists. However, this has resulted in congested roads and a chaotic traffic situation in the CBD. With the increasing volume of vehicular traffic and people, it has become imperative to implement a comprehensive traffic management plan to address the challenges posed by congestion and road safety.


One of the solutions to the traffic problems in the CBD of Baguio City is the implementation of the OPLAN ARO. PLAN ARO is a comprehensive traffic management plan that aims to regulate the flow of traffic and optimize the utilization of road space. The plan covers all aspects of traffic management, including the enforcement of traffic rules and regulations, the provision of alternative routes, and the optimization of traffic signal timings. This involves conducting a thorough analysis of the road network and the traffic flow patterns in the CBD. The hotspots are then prioritized based on the severity of the congestion and the impact on road safety. It also involves the deployment of traffic enforcers to monitor the compliance of motorists with traffic rules and regulations. The enforcers are equipped with the necessary tools and equipment to enforce the traffic rules and regulations effectively.[1]


In conclusion, OPLAN ARO is an effective solution to the traffic problems in the CBD of Baguio City. It covers all aspects of traffic management, from the enforcement of traffic rules and regulations to the optimization of traffic signal timings. The implementation of OPLAN ARO will result in a more efficient flow of traffic and improve road safety, which will benefit both motorists and the city as a whole.
