The Baguio City Police: Who Are They and What Do They Do?

We had roved around the units of BCPO specifically the Quad Staff to learn the different functions of the same. Quad Staff refers to the four main staff sections that provide support to the PNP's operational and administrative functions. These Quad Staffs work together to support the PNP's mission to maintain peace and order, protect life and property, and ensure public safety and security.



The four staffs of the BCPO are the PCAD Staff, the Operations Staff, the Intelligence Staff, and the Investigation Staff. The PCAD Staff aims to build trust and cooperation between the police and the community by creating opportunities for interaction, communication, and collaboration. The Operations Staff is responsible for maintaining peace and order and ensuring the safety of the public. The Intelligence Staff is responsible for collecting and analyzing intelligence information to prevent and solve crimes. The Investigation Staff is responsible for investigating crimes, including gathering evidence, interrogating suspects, and preparing cases for prosecution.[1]


The BCPO has been able to achieve a high level of performance in maintaining peace and order in Baguio City. The BCPO has been able to reduce the crime rate by implementing various measures, such as increased patrols, intelligence-led operations, and community policing programs. The BCPO has also been able to improve the quality of police services by providing training and development programs for its personnel.


Furthermore, the BCPO has also established partnerships with other government agencies and local organizations to strengthen crime prevention and response efforts. For instance, the BCPO works closely with the Baguio City local government to implement measures to ensure public safety during major events and festivals.


The BCPO is also committed to upholding human rights and promoting ethical conduct among its personnel. It has implemented a human rights-based approach to policing and has adopted policies and guidelines to prevent human rights abuses and misconduct by its personnel. The BCPO also encourages the public to report any incidents of abuse or misconduct by police officers and has established mechanisms to investigate and address such cases.


The BCPO has been able to maintain peace and order in Baguio City by implementing various best practices. These best practices have contributed to the improvement of the performance of each unit in the BCPO. Overall, the BCPO's commitment to excellence in police service has made Baguio City a safer and more secure place to live in. Its efforts in maintaining peace and order, promoting community engagement, and upholding human rights serve as a model for other police organizations to follow.


In conclusion, the PNPA cadets learned a lot from the lectures. We gained knowledge of the crucial function that technology plays in the police force, their operational responsibilities, and the value of foresight and preparedness. Following the activity, the cadets were inspired and encouraged to carry on with their education and work toward being proud police officers who will one day serve their community.
